PASS Pennsylvania Agricultural Surplus System PASS was designed to reduce food waste, support farmers and provide Pennsylvanians with fresh, local foods. Through PASS, growers, processors and distributors can donate safe, wholesome food while being reimbursed for the costs of harvesting, processing, packaging and transportation. Without PASS, these food products would likely go unharvested or be sent to a landfill.Fact Sheet Pricing & Distribution Prices are determined on a case-by-case basis. We strive to pay farmers, producers and processors fairly while helping food banks serve as many neighbors as possible. PASS products are never sold to the public, and no service is required of those eligible to receive food products. PASS funding helps 12 regional food banks in Pennsylvania share food with more than 2,700 charitable partners—including local pantries, soup kitchens, food assistance programs and shelters. If the product is in acceptable condition, we can work together to determine if there’s a need. Value-Added Products Food banks are always looking for value-added items such as dairy products, meat, eggs and shelf-stable goods made with ingredients from Pennsylvania. Get Involved PASS Agriculture Advisory Committee The PASS Agriculture Advisory Committee includes industry leaders who understand how current issues may impact the Commonwealth’s charitable food network. The Advisory Committee helps develop and implement strategies to support planning, promotion and efficient management of the PASS program.
